Phil moved from Olean, New York to Erie County at the age of nine. After graduating from Erie Community College's Construction Curriculum, he operated his own successful remodeling business.

He joined the Erie County Industrial Development Agency in 1995 as facility manager, and broadened his responsibilities to include civil and railroad construction and assisting the Buffalo Urban Development Corporation with construction projects.

In 2009 he was certified as a Six Sigma Green Belt for process excellence through the University of Buffalo's Center for Industrial Effectiveness.

In 2013, Phil received national recognition from the International Economic Development Council for his work on an Erie County railroad project that reclaimed a major parcel of land occupied by rail tracks for commercial development.

Phil and ECIDA Business Development Officer Grant Lesswing are currently spearheading efforts to design, construct and operate a zero-energy building for light manufacturing. The project would pioneer the development of low-energy cost manufacturing facilities in the United States.

Phil and his wife live in Hamburg, where they raised their two sons, who also live in Western New York.
